two years, but they shall be subject to removal at any time at the
pleasure of the Governor. Such wardens shall receive such compen-
sation for their services as shall be fixed by the Department of For-
ests and Parks. Forests and park wardens thus appointed shall before
entering upon the duties of their office take the proper official oath
before the clerk of the court of the county in which they reside, after
which they shall, while holding said office, possess and exercise all
the authority and power held and exercised by constables at com-
mon law under the statutes of this State so far as arresting and
prosecuting persons for all violations of any of the forest or park
laws or of the laws, rules and regulations enacted or to be enacted
for the protection of the State forestry reservations, State parks, his-
toric monuments and recreation areas, or for the protection of the
fish and game contained therein are concerned.

(b) The Governor, on recommendation of the Secretary of Nat-
ural Resources, acting on the advice of the
Director of the Depart-
ment of Forests and Parks, may commission employees of the De-
partment of Forests and Parks as peace officers. Employees of the
Department so commissioned and assigned law enforcement duties
shall have and may exercise the powers of police officers or constables
of this State and such powers may be exercised anywhere within or
upon properties owned by the State of Maryland and managed by
the Department of Forests and Parks.

Every applicant shall pay to the [Commission,] Department at
the time of making his application, a fee of fifteen dollars ($15.00);
in addition, any applicant who fails to pass any examination, shall
pay a fee of five dollars ($5.00) for each re-examination or subse-
quent examination given to him. Every person to whom a tree ex-
pert license has been issued shall pay an annual renewal fee of five
dollars ($5.00). [From the fees collected under this subheading the
Commission shall pay all expenses of issuing licenses and traveling
expenses of its members in the performance of their duties under
this subheading, and if any surplus remains on the thirtieth day of
June of each year, this] Fees received by the Department shall be
paid into the treasury of the State, for the use of the Department of
Forests and Parks. [, to the extent that such surplus exceeds one
thousand dollars ($1,000.00) which will be retained by the Commis-
sion of Forests and Parks as a working fund; provided that no ex-
penses incurred under this subheading shall be charged against the
funds of the State of Maryland.] The [Commission] Director shall
annually report to the [Governor] Secretary of Natural Resources
the number of licenses issued and the receipts and expenses under
this subheading during each fiscal year.

Sec. 9. And be it further enacted, That Sections 487, 488, 491,
498, 501, 506, and 660(a) of Arti
