(d) The Director is in sole and active charge of the Department,
subject only to his responsibility to the Governor and to the Secretary
of Natural Resources. From and after July 1, 1969, all powers, func-
tions, duties and responsibilities of the Commission of Forests and
Parks under Sections 390, 391, 392, 393, 394, 396, 397, 399, 401, 402,
403, 404, 405, 406, and 408 of this Article shall be transferred to and
exercised by the Director, and whenever the word "Commission"
appears in those Sections it shall be deemed to mean "Director."
However, all licenses issued by the Commission pursuant to any of
the aforegoing Sections shall continue in effect unless and until they
are revoked or suspended or they expire as provided by law. All
rules, regulations, directives, forms, orders and determinations of
the Commission pursuant to such aforegoing Sections of this Article
shall remain in effect until changed by the Director in the manner
provided by law, and violations of the Commission's rules or regula-
tions remaining in effect shall continue to be subject to the penalties
provided by law.

The Director of the Department in accordance with the provisions
of the State merit system in Article 64A of this Code shall appoint,
subject to the approval of the Secretary of Natural Resources, the
State Forester and the Superintendent of State Parks. The State
Forester shall have special training and experience in forestry and
shall be a graduate of an accredited school of forestry. He shall
have charge of all forests in the State subject to the direction of the
Director of the Department. The Superintendent of State Parks shall
have special training and experience in parks and recreation. He
shall have charge of all park, recreational and natural areas in the
State subject to the direction of the Director of the Department.
The State Forester and the Superintendent of State Parks shall re-
ceive such salaries as shall be provided in the annual State Budget.

(a) The Director shall upon request [, under the supervision of
the Commission of Forests and Parks, ] assist other State agencies,
counties, towns, corporations and individuals in preparing plans for
park, recreation and natural area acquisition and development, the
acquisition of multiple use areas including protection of watersheds,
management and replacement of trees, woodlots, and timber tracts
under an agreement that the parties obtaining such assistance pay
at least the field expenses of the men employed in preparing said
plans.

The Department of Forests and Parks is hereby authorized to
accept for the State of Maryland any federal funds or appropriations
of money for any park, recreation or natural area planning, acqui-
sition or development purposes which may be hereafter made out
of the federal treasury by any act or acts of Congress.
