reside in either Calvert, Charles or St. Mary's counties. Those mem-
bers serving on the Commission on June [1, 1965,] 30, 1969, shall
continue in office until the expiration of their terms of office. Mem-
bers of the Commission shall be eligible for reappointment. Vacan-
cies on the Commission shall be filled for the remainder of the un-
expired term by the [Governor] Secretary.

(b)    [Each member of the Commission, including the chairman,
shall receive such remuneration as may be provided in the annual
State budget.] Members shall [also] be reimbursed for actual ex-
penses incurred in attending to the business of the Commission,
within budgetary limitations.

(c)    The Commission may adopt rules of procedure to govern the
conduct of its meetings; special meetings may be called by the chair-
man or by three members of the Commission, or by the Director of
the Department of Chesapeake Bay Affairs,
by delivery of written
notice to each member. Three members of the Commission shall con-
stitute a quorum. The Commission shall keep a record of its pro-
ceedings which shall be open to the public for inspection.

(d)    The chairman shall preside over meetings of the Commission
and shall direct the performance of the [powers] functions and
duties provided herein for the Commission.

9.

(a)    The Commission shall have the following [powers] functions
and duties:

(b)    To act in an advisory capacity to the Director, advising Mm
on all matters submitted by the Director to the Commission.

(c)    To keep itself fully informed of the activities of the Depart*
ment and to receive periodic and special reports concerning the
current operations of the Department.

(d)    To consider the needs for further resource development in
the Chesapeake Bay and other tidal waters of the State from the
points of view of the several economic and social interests of its
people and to [approve] recommend to the Director long-range plans
and programs of the Department.

(e)    [Under the procedures and restrictions herein provided, to
promulgate] To advise the Director, whenever he so requests, with
respect to
rules and regulations which the Director shall promulgate
pursuant to the authority granted by the laws of Maryland and [to]
which the Director shall modify or amend [the same] from time to
time as may be necessary or proper in order to carry out the respon-
sibilities of the Department. The rules and regulations established
by the Director with the advice of the Commission shall include but
not be limited to those deemed necessary and proper for governing
or restricting the taking or catching of fish, shellfish, and other re-
sources, the possession thereof, or the method by which the same
may be taken, or the opening or closing of any specified areas for the
taking or catching of fish, shellfish, and other resources, or prohibit-
ing or restricting devices used for t
