[nontechnical] publications and other materials for sale at cost to
schools, libraries and the general public, and shall establish policies
for the [Board and its member departments] Department of Natural
Resources
on the gratuitous distribution of publications issued by the
[Board] Department and its member [departments] agencies.

(c)     The [Board] Secretary shall publish for each fiscal year a
printed report which shall include, but not be limited to, the following:

(1)    A review of the studies, deliberations, conclusions and rec-
ommendations of the [Board] Department.

(2)    The annual reports as submitted by [Departmental and ex
officio members of the Board] the separate departments and agencies
within the Department of Natural Resources
and edited by the staff
of the [Board] Secretary.

(3)    A review of other natural resources activities of interest or
concern to the State and its citizens.

(d)    The [Board] Secretary shall engage in any other activities
and perform any other functions deemed necessary to carry out
[the] his responsibilities [of the Board] under this subtitle.

Sec. 5. And be it further enacted, That Sections 6(b), 8, 9, 10,
13H and 13-I of Article 66C of the Annotated Code of Maryland (1957
Edition and 1967 Replacement Volume), title "Natural Resources,"
subtitle "Department of Chesapeake Bay Affairs," be and they are
hereby repealed and re-enacted with amendments, all to read as
follows:

(b) In order to assure that these responsibilities will be carried
out in a manner which will best serve the economic growth and social
needs of the State, there is hereby created a Department of Chesa-
peake Bay Affairs, which shall be part of the Department of Natural
Resources.
The Department of Chesapeake Bay Affairs shall assume
all functions and responsibilities previously exercised by the Commis-
sion and Department of Tidewater Fisheries, and shall have, in addi-
tion, such new functions and responsibilities as are assigned to it in
this subtitle.

8.

(a) There is hereby created a commission of five members to be
called the Commission on Chesapeake Bay Affairs, which shall be
appointed by the [Governor, by and with the advice and consent of
the Senate] Secretary of Natural Resources. One of the members of
the Commission shall be designated as chairman by the Commission
annually subject to approval of the [Governor] Secretary. All mem-
bers of the Commission shall serve for terms of four years each. The
members of the Commission shall be appointed from the following
geographic areas of the State: Two members who shall reside on
the Eastern Shore, which shall consist of Caroline, Cecil, Dorchester,
Kent, Queen Anne's, Talbot, Somerset, Wicomico and Worcester
counties, two members who shall reside on the Western Shore, which
