plan, proposal, project, or program,, PROVIDED THAT ANY AC-
TION APPROVING, DISAPPROVING, OR MODIFYING PLANS,
PROPOSALS, PROJECTS OR PROGRAMS NOT BE INCONSIST-
ENT WITH LAW.

(b)    The Secretary shall be responsible for the budget of his
office and for the budgets of the departments and other agencies
within the jurisdiction of the Department of Natural Resources.

(c)    Heads of departments and administrative agencies within
the jurisdiction of the Department of Natural Resources may be re-
moved by the Governor, without the necessity of a hearing, and upon
recommendation of the Secretary, for failure to comply with lawful
WRITTEN directives of the Secretary of Natural Resources or for
willful or repeated disregard of policies enunciated by the Secretary.
In addition to removal by the Governor, the heads of such departments
or agencies may be removed as provided in Article 64A of the Anno-
tated Code of Maryland. The appointment or removal of other per-
sonnel by any department or other agency within the jurisdiction
of the Department of Natural Resources shall be subject to the ap-
proval of the Secretary; however the Secretary is authorized to dele-
gate this power of approval to the heads of the departments or other
agencies within the Department of Natural Resources.

(d)    The Secretary shall have the right and authority to transfer
any function or activity common to two or more of the departments
and agencies within the jurisdiction of the Department of Natural
Resources, together with the staff, funds and equipment associated
with that function, to the Office of the Secretary. Such staff as may
be transferred to the Office of the Secretary may be moved by order
of the Secretary to another location as may be deemed necessary for
the proper and efficient functioning of the Office of Secretary of Nat-
ural Resources. The Secretary may transfer from any department or
agency within his jurisdiction to any other department or agency
within his jurisdiction any function or activity, together with the
staff,
GENERAL Funds, and equipment associated therewith, for the
purpose of increasing the efficiency and economy of natural resources
administration in the State.

235.

(a)    All departments, commissions, boards, committees and other
agencies of the Department of Natural Resources shall report to the
Secretary of Natural Resources as provided in regulations promul-
gated by the Secretary.

(b)    The Secretary of Natural Resources shall be responsible for
promulgating rules and regulations for his office and shall review
and have revisory power over the rules and regulations of all of the
departments and other agencies within the Department of Natural
Resources.,

PROMULGATED BY THE SECRETARY OR BY OTHER DE-
PARTMENTS OR
