bers shall be from Baltimore City; one member shall be from Alle-
gany, Carroll, Frederick, Garrett, Howard, [Montgomery] or Wash-
ington counties; ONE MEMBER SHALL BE FROM MONTGOM-
ERY COUNTY; [one member] TWO MEMBERS shall be from
[Harford or] Baltimore County; [and two] ONE [members]
MEMBER shall be from Anne Arundel, Calvert, Charles, [Prince
George's] or St. Mary's counties,; and three members at large who
shall be residents of the State of Maryland. AND TWO MEMBERS
SHALL BE FROM PRINCE GEORGE'S COUNTY.

The members of said Commission except the Chairman shall not
receive any compensation for their services but shall be paid [the
reasonable] their reasonably necessary expenses while engaged in
the discharge of their official duties.
The Governor shall appoint an [executive secretary] Executive
Director who shall be paid such compensation as shall be provided
in the budget, and who shall perform such duties as may be pre-
scribed by said Commission. In making said appointment, the Gov-
ernor shall not be governed by Article 64A of the Code of Public
General Laws of Maryland. The Chairman of the Commission shall
be paid such compensation as shall be provided in the budget.
The Commission is authorized to employ its own attorney, who
shall be appointed by the Governor, AND WHO SHALL BE PAID
SUCH COMPENSATION AS SHALL BE PROVIDED BY LAW,
FROM A LIST OF FIVE NAMES SUBMITTED TO HIM BY THE
COMMISSION, and who shall act as general counsel and legal
advisor to the Commission and shall represent the Commission at
all hearings and judicial proceedings in which the Commission is a
party.

(A) The said Commission shall have authority and power to make
such surveys and studies concerning interracial relations, conditions
and problems as it may determine, and to promote in every way pos-
sible the betterment of interracial relations. In making such studies
and surveys, it shall be authorized to expend any funds which may
be provided for in the budget or otherwise made available.
On the basis of such studies or surveys, the Commission shall
recommend to the Governor such additional legislation or changes
in existing legislation as may be deemed desirable.
(B) It shall be the duty of said Commission to submit an annual
report to the Governor and General Assembly on or before January
1st each year ![, setting forth the results of its studies and recom-
mendations, if any, for any additional legislation.] of the work of the
Commission.
11B.
No officer or employee of a State agency, department or board
shall discriminate in the hiring, firing or discriminate in any other
manner, against any person because of race, creed, color , SEX or
national origin.
