Journal of either House of the General Assembly; and the contents,
presence, or absence of the fiscal note do not affect the validity of
the enactment.

Sec. 2. And be it further enacted, That this Act is hereby-
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 122
(Senate Bill 436)

AN ACT to add new Section 111 (5) to Article 41 of the Annotated
Code of Maryland (1965 Replacement Volume and 1968 Supple-
ment), title "Governor—Executive and Administrative Depart-
ments," subtitle "THE EXECUTIVE DEPARTMENT," SUB-
HEADING "Board of Parole," to follow immediately after Section
111 (4) thereof, to authorize the Board of Parole, in its discretion,
to arrange psychiatric OR PSYCHOLOGICAL examinations of
applicants for parole.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 111 (5) be and it is hereby added to Article 41 of
the Annotated Code of Maryland (1965 Replacement Volume and
1968 Supplement), title "Governor—Executive and Administrative
Departments," subtitle "THE EXECUTIVE DEPARTMENT,"
SUBHEADING "Board of Parole," to follow immediately after Sec-
tion 111 (4) thereof, and to read as follows:

111.

(5) To arrange, in its discretion, psychiatric OR PSYCHOLOGI-
CAL examinations of applicants for parole, when it feels such exam-
ination will better enable it to decide on the advisability of parole.
The expense for such examination shall be included in the Board's
annual budget.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.
