The members of the said Commission may also appoint from among
the employees of the Commission one or more assistant secretaries
who shall receive no additional compensation by virtue of such ap-
pointment. Any assistant secretary so appointed, in the event of
the absence or disability of the secretary or whenever so instructed
by the chairman of the Commission, shall have all the powers granted
to and all the duties imposed upon the secretary by any provision
of this article; and any act directed to be performed by an assistant
secretary.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 115
(Senate Bill 278)
AN ACT to repeal and re-enact, with amendments, Section 3 (a)
of Article 31B of the Annotated Code of Maryland (1968 Supple-
ment), title "Defective Delinquents," subtitle "Defective Delin-
quents," to modify the requirements for associate directors at
Patuxent Institution and to remove residency requirements for
certain employees.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 3 (a) of Article 31B of the Annotated Code of Mary-
land, (1968 Supplement), title "Defective Delinquents," subtitle "De-
fective Delinquents," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
3.
(a) There shall be three associate directors of the said institu-
tion. [Two of said associates shall be trained, able, and competent
psychiatrists of at least three years' experience in the practice or
teaching of psychiatry and shall assist primarily in the psychiatric
and related duties of the institution.] One of said associates shall
be a trained, able, and competent psychiatrist of at least three years'
experience in the practice or teaching of psychiatry; and one of said
associates shall be a trained, able, and competent behavioral scientist
of at least three years' experience in the practice or teaching of his
specialty; and said associates shall assist primarily in the diagnostic
and treatment duties of the institution. The third of said associates
shall be particularly charged, under the Director, with the cus-
todial duties of the institution. There shall also be in the institution
at least three psychiatrists or clinical psychologists, at least four
trained social workers (one of whom shall be a psychiatric social
worker), a [resident] physician, and a [resident] dentist, together
with such other psychiatrists, psychologists, social service workers
and sociologists, physicians, administrative officers, custodians,
clerks, and other officers and employees as may be provided in the
budget from time to time, Except as otherwise provided herein, the
salaries of all officers and employees in the institution shall be as
provided in the budget.
