Panel shall state and publish its findings and issue its order dismissing
the complaint.

(k) Nothing herein shall prevent any person from exercising any
right or seeking any remedy to which he might otherwise be entitled or
from filing any complaint with any other agency, court of law or equity.

77-18. Limitations upon applicability.

Nothing contained in this Article shall be construed as applying to:

(a)  the rental or leasing of a part of a dwelling in which dwelling
the owner is residing, provided the dwelling shall continue to be used by
the owner thereof as a bona fide residence for himself and any member
of his family and the dwelling does not contain more than two (2) rental
or leasing units.

(b)     the rental or leasing of a dwelling by any religious corpora-
tion, association or society to a person of a particular religion whose resi-
dence therein is connected with the carrying on by such corporation, as-
sociation or society of its purely religious activities.

77-19. Licensing and licensing authorities.

(a)     Whenever it appears that the holder of a license or franchise
issued by any agency or authority of the State of Maryland or Government
of Montgomery County is a person found to be after proper hearing in
violation of this Article, the Commission Panel may take such action it
deems advisable or desirable, notwithstanding any other action it may
take or may have taken under the authority of this Article, and may
refer to the proper licensing agency or authority the facts and identities
of all persons involved in that finding for such action as the said agency
or authority, in its judgment, considers appropriate based upon the facts
thus disclosed to it.

(b)     Nothing in this Article shall be deemed to relieve any agency
or authority of the State of Maryland or Government of Montgomery
County of its obligation to take immediate and independent action re-
garding a matter filed with it that also may be the subject of a com-
plaint filed with the Commission Panel.

77-20. Penalties.

Any person who shall be found to have committed a violation of any
of the provisions of this Article relating to discrimination practices or
any rule or regulations herein pertaining thereto, shall be subject to in-
junctive or other appropriate action or proceeding to correct any viola-
tion of this Article, and any court of competent jurisdiction may issue
restraining orders, temporary or permanent injunctions or other appropri-
ate forms of relief.

77-21. Severability.

The provisions of this Article are severable and if any provision,
sentence, clause, section or part thereof is held illegal, invalid or uncon-
stitutional or inapplicable to any person or circumstance, such illegality,
invalidity, unconstitutionally, or inapplicability shall not affect or impair
any of the remaining provisions, sentences, clauses, sections or parts of
the Article or their application to other persons and circumstances. It
