other sale, dispensing, serving, distribution or delivery of alcoholic bever-
ages by any person or business in the County or any part of the County;
and further, order the discontinuance of consumption of any alcoholic
beverages in a public street or place, or in any motor vehicle driven or
parked within designated area or areas.

(iii) Gasoline and Explosives. Order the discontinuance in whole
or part or limit the selling or distributing in any manner, or transporta-
tion by person or vehicle, of gasoline or other flammable or combustible
product or explosive; and further restrict the persons or vehicles to whom
gasoline or liquids or explosives shall be sold or delivered; and further
order the closing of, or other restriction upon gasoline stations and other
establishments, which sell, distribute in any manner, or otherwise use
any flammable or combustible products or explosives.

(iv) Firearms and Munitions. Order the discontinuance of selling
or distributing or transporting in any manner, firearms or ammunition
of any kind whatsoever; and further, order the closing or partial closing
of, or impose any other restriction upon any person, establishments or
portions thereof, which sell or distribute or transport in any way, firearms
and/or ammunition.

(v) Weapons. Order that no person shall carry, wear or otherwise
transport on his person or by vehicle any rock, bottle, club, brick, knife,
gun, weapon or any other thing or instrument in the nature of a weapon
or incendiary missile or gasoline or other fire bomb or missile or explosive
in the entire County or any part thereof.

(vi) Restricted Areas. Order that certain geographic areas, streets
or parts of streets, or any private or public building or buildings or
grounds be designated as restricted areas, and further order that no person
shall enter any such designated area unless in the performance of official
duties, and to regulate permission for such entry.

(vii) Facilities and Personnel. Order the use of any or all facilities,
equipment, materials, buildings and land belonging to the County or other
governmental agency located in the County as shall be necessary for the
duration of the emergency; and further, to order and direct the police or
any employees of the County to perform such duties as may be necessary;
and further, to order for the purchase, rent and hire of equipment, mate-
rials, and property as may be found necessary.

(viii) Residual. Issue such other orders as are immediately neces-
sary for the safety and protection of life and property during such emer-
gency.

3.    The powers and authority hereby granted to the Council and to
the County Manager shall continue in full force and effect until the County
Council shall determine that the emergency no longer exists.

4.    The Proclamation of Public Emergency provided herein shall
become effective immediately upon its issuance. The issuance of orders
shall be publicized promptly by news release or other announceme
