An Act, to abolish the department of public safety, to elevate the
police bureau, fire bureau and the bureau of traffic engineering to
department status, to transfer certain duties and functions formerly
administered by said department of public safety to the police depart-
ment and the department of traffic engineering, as herein created,
and to provide for the administration of the affairs of the jail bureau
and the bureau of civil defense by the police department, as herein
created, by proposing amendments to Sections 504, 534 and 801 of
the Baltimore County Charter, the renumbering of Section 541 thereof
to Section 545, the addition of new Subdivisions 9 and 10 and new
Sections 541 and 542, under Division 3. Departments in the Adminis-
trative Services, Article V of said Charter, and to provide for the
submission of said proposed charter amendments to the voters of
Baltimore County, Maryland.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
BALTIMORE COUNTY, MARYLAND (five members thereof voting in
the affirmative) that Sections 504, 534, 535 and 801 of the Baltimore County
Charter be and they are hereby proposed to be repealed and re-enacted with
amendments to read as follows, if adopted by the voters of Baltimore
County, Maryland.
Sec. 504. Departments
There shall be the following departments in the administrative
services:
(1) Department of public works
(2) Department of permits and licenses
(3) [Department of public safety] Department of Recreation and
Parks
(4) [Department of recreation and parks] Department of Traffic
Engineering
(5) Department of education
(6) Department of libraries
(7) Department of health
(8) Department of welfare
(9) Police department
(10) Fire department
Subdivision 4. Department of Traffic Engineering.
Sec. 534. Director of traffic engineering.
The department of traffic engineering shall be administered by a
director of traffic engineering, who shall be the traffic engineer of Balti-
more County. He shall be responsible directly to the county administrative
officer.
