performed by the members of the county council. The chairman of the
county council shall be paid an additional sum of $1,000.00 per annum,
while serving as such.

Section 2. AND BE IT FURTHER ENACTED, That this Act is hereby
declared to be effective on the first day of January, 1969.

Section 3. AND BE IT FURTHER ENACTED, That, pursuant to the
requirements of Section 1202 of the Baltimore County Charter, the question
of whether or not the Charter is to be amended as proposed by this Act shall
be submitted to the voters of Baltimore County, Maryland, at the general
election on November 5, 1968, and that this Act shall be published by the
County Executive in at least two newspapers of general circulation in the
county for five successive weeks prior to said election.

An Act, To propose the creation of a new office in the administra-
tive services to be known as the Office of Data Processing and Manage-
ment Information for the purpose of establishing a central data
processing system and to transfer thereto certain functions formerly
assigned to the office of finance, by amending Sec. 503. and 515. of
the Baltimore County Charter and by adding new Secs. 524.2 and
524.3 to said Charter.

Whereas, it is recognized that machine-billing concepts have been
outmoded by data processing which has grown into new and enlarged
dimensions for management planning and control, and

Whereas, it is evident that data processing in conjunction with sys-
tems development has not kept pace with the growth of the County and
managerial information requirements, now therefore

Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
BALTIMORE COUNTY, MARYLAND (five members thereof voting in
the affirmative) that Secs. 503. and 515. of the Baltimore County Charter
be and they are hereby proposed to be repealed and re-enacted with amend-
ments to read as follows, if adopted by the voters of Baltimore County:
