AN ACT, To repeal obsolete Section 11-19 of the Baltimore County
Code, 1958, title "Finance and Taxation Generally," Article II
"County Treasurer," Division 2. Handling of Funds.
Whereas, Section 11-19 aforesaid provides for annual inspection of
the books and accounts of the county treasurer by a committee of the
county grand jury; and
Whereas, the Baltimore County Charter abolished the office of County
Treasurer and created the Office of Finance with a Director of Finance
as its administrative head; the Director of Finance having assumed all the
powers and duties formerly vested in the county treasurer; and
Whereas, the books and records of the Office of Finance are annually
audited by the county auditor and are also subject to an independent
biennial audit.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
BALTIMORE COUNTY, MARYLAND, That Section 11-19 of the Balti-
more County Code, 1958, title "Finance and Taxation Generally," Article
II "County Treasurer," Division 2. Handling of Funds, be and it is hereby
repealed.
Section 2. AND BE IT FURTHER ENACTED, That this act shall
take effect forty-five days after its enactment.

AN ACT, To combine the eating and drinking establishment permit
for day nurseries, as required by the Health Department, with the
day nursery license and to change the effective date of this combined
license, as created above, so that it will be issued and renewed an-
nually on September 15th, by repealing and re-enacting with amend-
ments Section 37-1 of the Baltimore County Code, 1958 (1966 Cumu-
lative Supplement) title "Day Nurseries."
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
BALTIMORE COUNTY, MARYLAND, That Section 37-1 of the Balti-
more County Code, 1958 (1966 Cumulative Supplement) title "Day Nur-
series" be and it is hereby repealed and re-enacted with amendments to
read as follows:
37-1. No person shall operate a day nursery without first obtaining
a license from the [board] department of health of the county subject to
appropriate Day Care Center regulations of the Maryland State Depart-
ment of Health and appropriate Baltimore County regulations; such li-
cense shall be in force and effect [for the remaining of the calendar year
in which issued] until September 14th following day of issuance and
shall be renewed annually on September 15th thereafter. A fee of [two]
