ST. MICHAELS                                    1981

herein, and who pay taxes in said town on an assessment on real estate in
their own names, respectively of not less than five hundred dollars
($500.00), shall be eligible for election as Commissioner. All elections for
Commissioner shall be held on the first Monday in April of each year
between the hours of one and six o'clock P.M. ON THE FIRST MONDAY
IN APRIL, 1969, THE
[The] qualified voters [shall elect by ballot on the
first Monday in April, 1939,] SHALL ELECT as Commissioner one person
to serve for the term of three years from said date and the qualified voters
shall elect [by ballot] on the first Monday in April, [1940], 1970, as
Commissioner one person to serve for the term of three years from said
date and the qualified voters shall elect [by ballot] on the first Monday in
April, [1940], 1971, as Commissioner one person to serve for a term of
[one year] THREE YEARS from said date and thereafter the qualified
voters shall elect [by ballot] on the first Monday in April in each succes-
sive year as Commissioner one person to serve for a term of three years
from said date, all of whom shall serve for a term of three years from their
respective dates of election.

447.    The town clerk shall provide ballot boxes, ballots, registry
books, tally sheets and stationery of every description necessary and
proper for the registry of all voters and for the conduct of election, and
the expenses thereof shall be paid by the Commissioners of St. Michaels.
Said Clerk shall have the official ballot prepared and shall have printed
thereon in plain, legible type the names of the several candidates for
Commissioner and the propositions to be voted upon, not less than six
days preceding the date set for election, and have the same published in
at least one newspaper in Talbot County not less than six days preceding
the date set for election, and have the same published in at least one news-
paper in Talbot County not less than six days preceding said election,
such names shall be grouped and arranged alphabetically, according to
surname. THE ELECTION MAY BE HELD BY USE OF A VOTING
MACHINE OR MACHINES OR BY PAPER BALLOT BUT NOT BY
BOTH. THE DESIGNATION SHALL BE MADE BY RESOLUTION
OF THE COMMISSIONERS AND SHALL REMAIN FROM ELECTION
TO ELECTION UNLESS CHANGED BY SUPERSEDING RESOLU-
TION.

IF THE ELECTION IS HELD BY USE OF PAPER BALLOTS,
THE FOLLOWING RESTRICTIONS SHALL BE CONFORMED TO.
The ballot shall be opaque white paper and of sufficient width and length
to admit the names of the candidates, and propositions to be voted for.
To the right of each name on said ballot there shall be a square space
clearly defined by lines in which the voter may express his choice at said
election by making a cross-mark (X) with pen or indelible pencil. And
whenever there be any question submitted to the voters for their decision,
the said question shall be placed upon said ballot in full followed by a line
