Section C-61A. General Obligation Bonds
The City shall have the power to borrow money for any public pur-
pose, including the refinancing of any outstanding indebtedness, and to
evidence such borrowing by the issue and sale of its general obligation
bonds, or notes issued in anticipation thereof, the same to be issued and
sold in the manner prescribed in Sections 31-37, inclusive, of Article 23A
of the Annotated Code of Maryland (1957 Edition) (1966 Replacement
Volume), title "Corporations—Municipal," subtitle "Home Rule," sub-
heading "Creation of Municipal Public Debt," provided, however, that if
the ordinance or ordinances authorizing the issue and sale of any of such
bonds or notes shall so specify, the bonds or notes may be sold at private
sale, without advertisement or publication of notice of sale, or solicitation
of competitive bids.
Section 2. BE IT FURTHER RESOLVED that the date of the adop-
tion of this Resolution shall be October 14, 1968, that a complete and exact
copy of this Resolution shall be posted in the City Hall through November
25, 1968, and that a copy of the title of this Resolution shall be published
in a newspaper of general circulation in Pocomoke City not less than four
(4) times, at weekly intervals, before November 25, 1968.
Section 3. AND BE IT FURTHER RESOLVED that at the time the
charter amendment hereby adopted shall become effective, the Mayor shall
cause the same to be registered with the Secretary of State of Maryland
and with the Department of Legislative Reference, in accordance with the
provisions of Section 17(f) of Article 23A of the Annotated Code of
Maryland (1957 Edition) (1966 Replacement Volume).

Proclamation of August 21, 1968
Whereas, by Chapter 234 of the Acts of 1892, now codified as Sections
24-1 through 24-23 of the Code of Public Local Laws of Frederick County
(1960 edition), the citizens of a certain area in said County were made a
body corporate by the name of "The Burgess and Council of Point of
Rocks"; and
Whereas, said body corporate was created as aforesaid for general
governmental purposes, including legislative, administrative and police
powers for the general exercise of municipal functions, and a set of elected
and other officials to carry on such functions; and
