in, on or over any such public way which impede the establishment, con-
struction, reconstruction or operation of the water supply, sanitary or
storm water sewer system of said municipality, upon reasonable notice,
to remove or adjust the obstruction to the satisfaction of the Consulting
Engineer of The Commissioners of Perryville and, if necessary, to exercise
the powers of condemnation hereinabove conferred to remove any such
obstructions;
(j) to enter upon any public way of Cecil County (except State
highways) for the purpose of constructing, reconstructing, installing or
repairing any pipes, mains or other equipment, or doing any other things
necessary to the establishment, maintenance, repair and operation of the
water supply, sanitary and storm water sewer systems of said munici-
pality, provided, however, that in taking any such action, The Commis-
sioners of Perryville or any agent exercising the powers of said munici-
pality shall comply in all respects with the Public Local Laws of Cecil
County and the Public General Laws of Maryland relating to or govern-
ing the installation of municipal utilities in any public ways;
(k) to delegate to any qualified employee or agent of The Commis-
sioners of Perryville, while in the necessary pursuit of his official duties
with regard to the water supply and sanitary or storm water sewer sys-
tems of the Town, the right of entry at all reasonable hours and after
reasonable advance notice to the owner, tenant or person in possession,
upon any private premises and into any building in Perryville or in those
portions of Cecil County served by the water supply and sanitary or storm
water sewer systems of the Town;
(1) to accept gifts, grants or loans of property or money from any
State or Federal agency for the purpose of providing assistance in fi-
nancing the establishment, construction, reconstruction or extension of
the water supply and distribution system, the storm water drainage and
the sanitary sewer disposal systems of the Town, and to make appropriate
or necessary contracts with any such State or Federal agency for the
expenditure of any such grants, gifts or loans, or the repayment thereof;
(m) to sell or otherwise dispose of, at the best price obtainable,
any real or personal property acquired or used for said water supply and
distribution system and said sanitary and storm water sewer systems and
sewage disposal plant, including land, fixtures, machinery and tools, when
any such property is no longer needed for any such systems or for any
other public use;
(n) to purchase water from any public or private source, if neces-
sary to provide an adequate supply;
(o) to contract with the United States of America, or any agency
or tenant thereof, for the supplying of water to, or the reception of sew-
erage from, any such agency or tenant, the connection of the water and
sewerage systems of the Town with the corresponding systems of said
agency or tenant, and the metering of the flow t |
