Resolution No. 23

Resolution of the Commissioners of the Town of Bel Air to amend
subsection (a) of Section 105 and subsection (c) of Section 106 of
the Code of Public Local Laws of Harford County, 1965 Edition, said
Code being a part of the Charter of the Town of Bel Air, so as to
change the qualifications of voters of the Town of Bel Air: (1) By-
increasing the residents requirement from six (6) months to eighteen
(18) months, (2) By removing the requirement that a person in order
to be qualified to vote must be assessed with at least One Hundred
Dollars ($100.00) of real or personal property on the taxbooks of the
Town and to eliminate verification of the Treasurer of the Town of
such assessment, (3) By requiring that a person in order to be quali-
fied to vote in Town elections be also a registered voter of Harford
County, and (4) By providing that the eighteen-month residence
requirement shall not disqualify any person who is a qualified voter
on the 12th day of August, 1968, from voting at the Town election
to be held on the first Monday of December, 1968.

Section 1. BE IT RESOLVED by the Commissioners of the Town of
Bel Air that subsection (a) of Section 105 and subsection (c) of Section
106 of the Code of Public Local Laws of Harford County, being part of the
Town Charter, be and the same are hereby amended to read as follows:

105.    Commissioners; election, term, quorum, meetings.

(a) Voters. Every person who has resided within the corporate limits
of the Town of Bel Air for [Six (6) ] Eighteen (18) months next preceding
any town election held on or after the first Monday of December, 1968,
who is above the age of twenty-one (21) years, [who is assessed with at
least one hundred dollars ($100.00) worth of real or personal property on
the tax books of said town], who is a duly registered voter on the registra-
tion books of the Supervisors of Elections of Harford County,
and who is
registered in accordance with the provisions of this charter, shall be a
qualified voter of the town; provided further, that any person who is a duly
qualified voter of the Town on the 12th day of August, 1968, shall not
be disqualified from voting at the Town election held on the first Monday
of December, 1968, solely because such person will not have resided within
the corporate limits of the Town for eighteen (18) months next preceding
the said election held on the first Monday of December, 1968.
Every
qualified voter of the town shall be entitled to vote at any or all town
elections.

(c) Registration. To be eligible to vote in any general or special
election, persons qualified to vote who have previously not registered to
vote may register at any time with the Clerk of the Town of Bel Air but
not later than thirty (30) day
