This Bill extends for two years the time limit for placing under
contract an item in the General Construction Loan of 1967 relating
to the acquisition of land and improvements adjacent to the Old State
House in St. Mary's City.

House Bill 1286 is a duplicate of Senate Bill 718 which was
enacted by the General Assembly and was signed by me on May 14,
1969. Consequently, it is unnecessary for me to sign House Bill 1286.

House Bill No. 1323—Motor Vehicle and State Roads Budgets

AN ACT to repeal and re-enacts with amendments, Section 341
(d) of Article 66½ of the Annotated Code of Maryland (1968 Sup-
plement), title "Motor Vehicles," subtitle "Offenses and Prosecu-
tions," amending the laws concerning the payment of certain monies

into the Motor Vehicle Revenue Fund in order to provide a certain

deduction therefrom to be paid into the General Funds of the State.

AN ACT TO REPEAL AND RE-ENACT, WITH AMEND-
MENTS, SECTION 32 OF ARTICLE 89B OF THE ANNOTATED
CODE OF MARYLAND (1968 SUPPLEMENT), TITLE "STATE
ROADS," SUBTITLE "DISTRIBUTION AND USE OF GENERAL
FUNDS," PROVIDING FOR THE PAYMENT INTO THE GEN-
ERAL FUNDS OF THE STATE OF CERTAIN REDUCTIONS
MADE BY THE GENERAL ASSEMBLY IN THE PROPOSED
BUDGETS OF THE DEPARTMENT OF MOTOR VEHICLES AND
OF THE STATE ROADS COMMISSION FOR GENERAL ADMINI-
STRATIVE OPERATIONS AND OPERATING EXPENSES.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 1323 and am returning it to
you.

This Bill provides that the reductions made by the General
Assembly by amendment to the Budget Bill in the budgets of the
State Roads Commission and Department of Motor Vehicles shall
revert to general funds. Under the present law, with respect to the
State Roads Commission, such sums of money revert to the Commis-
sion's Construction Fund.

The Chairman of the State Roads Commission has advised me
that these sums which will, under existing law, revert to the Com-
mission's Construction Fund are urgently needed to meet obligations
arising under other Legislation enacted by the General Assembly in
