House Bill No. 1241—Motor Vehicles on Private Property
AN ACT to repeal and re-enact, with amendments, Section 317B
of Article 66˝ of the Annotated Code of Maryland (1968 Supple-
ment) title "Motor Vehicles," subtitle "Operation of Vehicles Upon
Highways," to provide that in Baltimore County and Baltimore City
any person operating a motor vehicle in violation of this subtitle
while on private property used by the public in general shall be
deemed in violation of the law to the same extent as if the motor
vehicle were being operated on a public highway.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 1241 and am returning it to
you.
This Bill adds Baltimore City to the list of counties covered by
the section of Article 66˝ of the Annotated Code which provides
that any person who operates a motor vehicle on private property
which is used by the general public is subject to the same laws as if
the motor vehicle were being operated on a public highway.
Senate Bill 391, which was enacted by the General Assembly and
was signed by me on May 14, 1969, accomplishes the same thing as
House Bill 1241 and is in fact broader. Consequently, it is unneces-
sary for me to sign House Bill 1241.

House Bill No. 1286—Old State House in St. Mary's City
AN ACT to waive the provisions of Section 10 of Chapter 759 of
the Acts of 1967, said section relating to the time by which projects
contained in the General Construction Loan of 1967 must be placed
under contract insofar as the provisions of said section relate to the
item in Section 5(C)(4) in said Construction Loan Act, which pro-
vides certain monies for the acquisition of approximately 3˝ acres
of land and improvements thereon adjacent to the old State House in
St. Mary's City.
