Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 928 and am returning it
to you.
Under this Bill, as of July 1, 1969, all monies collected by certain
State agencies, instead of being used to support the operations of
those particular agencies, are to become general funds of the State.
The Bill further provides that the operations of the agencies involved
shall be financed only pursuant to appropriations made in the State
budget.
However, in the budget enacted for the fiscal year beginning
July 1, 1969, appropriations were not made to support the operations
of these agencies. Consequently, if House Bill 928 is signed, the
agencies involved will lose their financial support from special funds
but will receive no monies from general funds to replace the lost
financial support. For this reason, it is necessary that House Bill
928 be vetoed.

House Bill No. 964—Calvert County—Zoning Hearings
AN ACT to add new Section 21B to Article 66B of the An-
notated Code of Maryland (1967 Replacement Volume), title "Zon-
ing and Planning," subtitle "Planning," subheading "Title 2—Zon-
ing," to follow immediately after 21A thereof, to provide for a zon-
ing hearing officer or board for Calvert County and delegation of
powers to term of office, salary, qualifications and duties of the hear-
ing officer or board.
