Substantially the same bill as HB 908 has been introduced at
least three times in the General Assembly. It was passed in 1961 but
was voted by Governor Tawes. Dr. Joseph T. Singewald, my pred-
ecessor as State Geologist, recommended a veto at that time for
substantially the same reasons as I have enumerated above.

Because I feel very strongly that the passage of this Bill into
law would lead to a chaotic series of local bills detrimental to the
best interests of the State, I respectfully recommend your veto of
House Bill 908.

House Bill No. 916—Prince George's County—Alcoholic Beverages
Laws

AN ACT to repeal and re-enact, with amendments, Sections 83
(b), (c), and (d), and Sections 84(b), (c), and (d) of Article 2B
of the Annotated Code of Maryland (1968 Replacement Volume and
1968 Supplement), title "Alcoholic Beverages," subtitle "Hours and
Days of Sale," to repeal and re-enact with amendments, Section 19 (i)
(3) and (4) of Article 2B of the Annotated Code of Maryland (1968
Replacement Volume and 1968 Supplement), title "Alcoholic Bever-
ages," subtitle "Beer, Wine and Liquor Licenses," and to repeal and
re-enact with amendments, Sections 103(a), 103(d) and 103(e) of
Article 2B of the Annotated Code of Maryland (1968 Replacement
Volume and 1968 Supplement), title "Alcoholic Beverages," subtitle
"Hours and Days of Sale," and to repeal Section 103 (b), of said
Article, title, and subtitle, relating generally to the revision of the
hours and days of sale of certain alcoholic beverage licenses in
Prince George's County.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 916 and am returning
it to you.

At a hearing on this Bill, I was informed by the members of
the Prince George's County Delegation who introduced the Bill that
its purpose was to authorize the sale of liquor in Prince George's
County between midnight and 2:00 A.M. the following morning, in-
cluding between midnight on Saturday and 2:00 A.M. Sunday morn-
ing. However, several opponents of the Bill construed it as also au-
thorizing the sale of alcoholic beverages from a bar or restaurant
during the day on Sunday for off premises consumption. The sponsors
of the Bill agreed at the hearing that if the Bill did what its op-
ponents feared, it should be vetoed.
