House Bill No. 367—Election Districts in Carroll County

AN ACT to repeal and re-enact, with amendments, Section 10 (d)
of Article 51 of the Annotated Code of Maryland (1968 Replacement
Volume), title "Juries," subtitle "Qualification and Selection of
Jurors," revising the distribution among the Election Districts of the
jurors drawn to serve in the Circuit Court for Carroll County to
correspond with the 1968 estimated population of Carroll County.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 367 and am returning it to
you.

This Bill repeals and re-enacts with amendments Section 10 (d)
of Article 51 of the Annotated Code of Maryland, relating to the
selection of Jurors in Carroll County.

Senate Bill 637, which was enacted by the General Assembly and
signed by me on May 2, 1969, repeals the same section of the Code
and enacts uniform statewide provisions relating to the selection of
jurors. Because of the inconsistency between the two Bills, and be-
cause the enactment of Senate Bill 637 renders House Bill 367 un-
necessary, I have decided to veto House Bill 367.

House Bill No. 374—Volunteer Fire Departments

AN ACT to repeal and re-enact, with amendments, Section 149A
(b) of Article 43 of the Annotated Code of Maryland (1965 Replace-
ment Volume and 1968 Supplement), title "Health," subtitle "Prac-
titioners of Medicine," to provide that members or employees of
VOLUNTEER fire departments on active duty shall not be liable for
civil damages for medical aid, care and assistance rendered at an
accident, with exceptions, provided they have completed certain
courses in first aid and requiring only Red Cross courses of instruc-
tion as a prerequisite for all persons to satisfy the requirements of
this section.
