RE: H.B. 27
Dear Jack:
We have previously approved both H.B. 27 and S.B. 404 as to
constitutionality and legal sufficiency.
On comparing these two measures, it appears that there is an
irreconcilable conflict between them which cannot be resolved merely
by having H.B. 27 signed prior to S.B. 404. We believe, therefore,
that the Governor should determine which of these two measures is
the more desirable, sign that Bill, and veto the other.
Dr. Everstine has authorized me to advise you that he concurs
with our views herein.
Sincerely,
/s/ Robert F. Sweeney,
Deputy Attorney General.
