1770 JOINT RESOLUTIONS
Whereas, The day care facilities provided by the Department of
Social Services and other community facilities are inadequate to the
needs of many families because there are insufficient facilities,
because in certain circumstances they are inappropriate for a par-
ticular family, because of lack of transportation and for other
reasons, it is necessary to enable certain mothers to get persons to
come into their homes to give appropriate child care; and
Whereas, An allowance for the cost of such child care should be
available during the period when the mother is seeking work and
before she receives her first pay; if such expenses are allowable
only after they have been incurred and advanced by the mother this
acts as a deterrent in her seeking and obtaining employment; now,
therefore, be it
Resolved by the General Assembly of Maryland, That the Depart-
ment of Social Services be and it is hereby requested to adopt a
program whereunder advances shall be paid MAY BE PAID
UNDER SPECIAL CIRCUMSTANCES to mothers in families re-
ceiving aid to families and dependent children when such mothers
are engaged in a work seeking program specifically approved by the
Department of Social Services and prior to the receipt of first pay
for such mothers who obtain employment under such circumstances;
provided further, however, that the program for child care meets
the specific approval of the State Department of Social Services and
that other appropriate means of caring for the child or children are
not readily available; and be it further
Resolved, That a copy of this Resolution shall be sent to the
Director of the State Department of Social Services, the Directors
of each of the twenty-four local Departments of Social Services, and
the Health and Welfare Council of Baltimore City.

House Joint Resolution requesting the Governor to convene a Con-
ference on Health Care which would have as one of its objectives
the encouragement of experimentation in the delivery of health
services; and requiring such conference to report its findings and
recommendations prior to the convening of the 1970 session of
the General Assembly.
Whereas, The State of Maryland has long been a leader in the
health services field; and
Whereas, Various health care programs now being offered to the
citizens of Maryland are becoming costlier to the citizens, as well
as to the State Government; and
Whereas, There is much concern over the provision of adequate
health services to our citizens by employers, labor unions, health
care organizations, professional associations of providers of health
care services, state and federal legislators, as well as many others;
