Clerical mistakes in prisoner identification punch cards.

On December 24, 1968, Judge Charles D. Harris apologized to the
prisoner for the mix-up and signed an order granting his release.

Alan Johnson was born October 30, 1946, in Dayton, Maryland.
He attended school until the tenth grade in Baltimore City. He
worked as a laborer taking jobs sub-contracted through the Robert
Carter Construction Company at the time of his arrest and averaged
seventy-five ($75.00) dollars per week. Since he was released from
jail he has returned to this job.

The members of the General Assembly of Maryland feel that there
is a moral liability upon the State of Maryland to reimburse Mr.
Johnson; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Board
of Public Works is requested to consider the several pertinent factors
recited in this Resolution, and such other factors it may deem appro-
priate, and, if it determines that said Alan Johnson is entitled to
compensation for his imprisonment, to make payments to Alan John-
son from the general emergency fund in the sum of seventy-five
($75.00) dollars per week, such weekly payments to continue over
such period of time, not exceeding twenty-four weeks and three days,
as the board may deem proper; such weekly payments shall be made
directly to Alan Johnson and no part of such weekly payments shall
be paid to any person other than Alan Johnson. Alan Johnson shall
make no payment to any person for services in connection with the
passage of this Resolution; and, in the event Alan Johnson shall make
payment of any sum for services in connection with the passage of
this Resolution, then the amount paid to such other person and also
the amounts paid to Alan Johnson pursuant to the provisions of this
Resolution shall revert to the State of Maryland and the Attorney
General shall take such action as may be necessary to recover the
amounts so reverted.

(Senate Joint Resolution 27)

Senate Joint Resolution requesting the State Department of Social
Services to establish a system of advance payments for child care
when mothers in receipt of aid to families and dependent children
are seeking work and in advance of first pay, where the program
of employment and the program for child care is specifically
approved.

Whereas, It is consistent with good social policy and the pur-
poses of the program of aid to families with dependent children that
when family circumstances are appropriate mothers receiving such
aid shall work in order to make progress towards becoming support-
ing and in order to break the effects of the "welfare cycle"; and
