Resolved by the General Assembly of Maryland, That the Depart-
ment of Game and Inland Fish is
DEPARTMENTS OF GAME AND
INLAND FISH AND FORESTS AND PARKS ARE requested to
institute a summer job program for high school and college students;
and be it further

Resolved, That copies of this Resolution be sent to the Director
DIRECTORS of the Department of Game and Inland Fish DEPART-
MENTS OF GAME AND INLAND FISH AND FORESTS AND
PARKS and the Chairman CHAIRMEN of the Game and Inland
Fish Commission AND THE FORESTS AND PARKS COMMIS-
SION.

(House Joint Resolution 31)

House Joint Resolution requesting Maryland Congressmen and
United States Senators to initiate or support a move to relieve
the States of some of the burden of public welfare costs by:
(1) broadening the coverage and increasing the level of payments
under the Federal Old Age, Survivors and Disability Insurance
Benefits program to a degree that will meet the minimum finan-
cial needs of all aged, blind and disabled persons and (2) increas-
ing from the present $32 to at least $40 the maximum average
monthly payment per recipient in which Federal financial par-
ticipation can be claimed under the Aid to Families with Depend-
ent Children category of Public Assistance.

Whereas, There exists a growing concern to ameliorate the burden
on State and local government of increasing public welfare costs; and

Whereas, For fiscal year 1970 it is estimated that, exclusive of
administrative costs, Maryland will expend $5,000,276 in State
funds and $2,593,747 in local funds for the Old Age Assistance, Aid
to the Permanently and Totally Disabled, and Public Assistance to
the Needy Blind to categories of public assistance which would not
be necessary were these recipients included in the Federal Old Age,
Survivors and Disability Insurance Benefits program provided for in
Title II of the Social Security Act; and

Whereas, In the Aid to Families with Dependent Children cate-
gory of public assistance, the maximum average monthly payment
per recipient in which Federal financial participation is available is
$32; and

Whereas, The national average monthly payment per recipient
under this program was $39.80 in March, 1968, with the average
monthly payment per recipient in the State of Maryland being
$38.65 in March, 1968 and $38.85 in October, 1968; and

Whereas, Application of the existing ratio for determining the
amount of Federal financial participation to a more realistic average
monthly payment per recipient of at least $40.00 would result in
substantial savings to many states, with an estimated savings in
Maryland in excess of $5,193,000 during fiscal year 1970; and
