Resolved by the General Assembly of Maryland, That the Legisla-
tive Council is requested to establish a special committee to be com-
posed in part by members of the General Assembly and in part by
citizens of Maryland with special expertise in the substance and
operation of mechanics' liens laws in Maryland to study the laws
and practices concerning mechanics' liens prevailing in this State
and to propose legislation toward the improvement of these laws; and
be it further

Resolved, That the Legislative Council report its findings and
recommendations to the General Assembly of 1970.

(House Joint Resolution 3)

House Joint Resolution requesting the state to share in the cost of
the construction of the Bloomington Dam and Reservoir.

Whereas, Construction of the Bloomington Reservoir on the North
Branch of the Potomac River has been authorized by the Federal
Flood Control Act of 1962, and the project has been supported by the
State of Maryland and the concerned local governments; and

Whereas, Congressional authorization of construction of the
Project is conditioned on responsible non-federal interests providing,
prior to construction of the Project, the non-federal cooperation con-
tained in House Document 469, 87th Congress; and

Whereas, The State of Maryland and the Maryland counties
bordering the Potomac River have agreed to the formation of a Mary-
land Potomac Water Authority which will contract with the federal
government for repayment of non-federal project costs; and

Whereas, The legislation creating the Authority includes a for-
mula for the assessment of charges among the Maryland counties,
and this formula has been agreed to by the respective counties; and

Whereas, The State of Maryland will derive benefits from the
Bloomington project primarily due to its operation for flood control
and water quality control and indirectly to the stimulated economic
development resulting from the augmented streamflow; now, there-
fore, be it

Resolved by the General Assembly of Maryland, That of the initial
non-federal project costs to be paid for the construction of the
Bloomington Dam and Reservoir, the State shall contribute 33.3% of
these costs by annual appropriation, and be it further

Resolved, That copies of this resolution be sent the Governor, the
Department of Water Resources, and Department of Fiscal Services,
and the Budget Bureau.
