(Senate Joint Resolution 57)
Senate Joint Resolution requesting the Governor to appoint a Com-
mission to study and make recommendations relating to the school
pupil transportation system.
Whereas, The modern day pupil no longer lives in close proximity
to his school; and
Whereas, It has become necessary to provide transportation for
a great majority of the school students; and
Whereas, A controversy exists as to the best and most economical
approach to the problem of school pupil transportation; now, there-
fore, be it
Resolved by the General Assembly of Maryland, That the Governor
be requested to appoint a Commission to study the problems relating
to school pupil transportation; and be it further
Resolved, That the appointments to said Commission include repre-
sentatives from the Senate of Maryland, the House of Delegates of
Maryland, the State Department of Education, the Maryland School
Bus Contractors Association, Inc., the Eastern Shore of Maryland,
and the Western Shore of Maryland; and be it further
Resolved, That said Commission report its findings to the Legisla-
tive Council by November 1, 1969, and that such report shall include
recommendations concerning the necessary costs of such transporta-
tion, and whether said transportation can best be provided by public
ownership of buses or by private contractors; and be it further
Resolved, That copies of this Joint Resolution be sent to Governor
Marvin Mandel, Senator William S. James, President of the Senate of
Maryland, the Honorable Thomas Hunter Lowe, Speaker of the House
of Delegates, Dr. James A. Sensenbaugh, State Superintendent of
Schools; and Mr. T. H. Schaefer, President of the Maryland School
Bus Contractors Association, Inc.

Senate Joint Resolution commending the Maryland Council for
Higher Education and others for the Master Plan for Higher
Education in Maryland and recommending that it be a guideline.
Whereas, The Maryland Council for Higher Education is charged
with the duty of preparing programs for higher education in order
that academically, administratively, and fiscally, the State's system
of higher education will develop in orderly fashion, continually
meeting development trends in population and changing special and
technical requirements; and
