District Offices of that Department; the Maryland Nurses Associa-
tion; and the Maryland Licensed Practical Nurses Association.

(Senate Joint Resolution 54)

Senate Joint Resolution requesting the Governor to appoint a special
commission to study and recommend legislation with regard to
establishing a cooperative arrangement for the extension of the
existing water and sewer systems operating within one jurisdiction
in order to provide service to adjacent areas in other jurisdictions
on a basis that is fair to both municipal governments within coun-
ties and county governments and where applicable sanitary dis-
tricts.

Whereas, There is a rapidly increasing need for public water and
sewage services by both homeowners and commercial concerns lo-
cated in governmental jurisdictions where the service is not now
available; and

Whereas, Adjacent municipal jurisdictions within a single county
frequently have public services available within their jurisdictions
but in the absence of fair and equitable arrangements that are
mutually beneficial to the jurisdictions and their residents with re-
gard to financing improvements and the rate to be charged these
extensions are not being made into adjacent areas within the county;
and

Whereas, Under Section 387C of Article 43 of the Annotated
Code of Maryland (1965 Replacement Volume and 1968 Supplement),
county governments are required by January 1, 1970, to prepare
comprehensive plans for extension of water and sewer throughout
their jurisdiction with the cooperation of municipal governments;
now, therefore, be it

Resolved by the General Assembly of Maryland, That the Governor
is hereby authorized and empowered to appoint a commission to
conduct studies and to hold hearings to recommend to the Legisla-
tive Council legislation to establish a legislative authority for fair
and equitable arrangements that are mutually beneficial to adja-
cent jurisdictions within a single county and their residents with
regard to financing the improvements and the rates to be charged;
the commission to consist of two members of the General Assembly,
two members of the Maryland Association of Counties, two members
of the Maryland Municipal League, and one representative of the
Public Service Commission; and be it further

Resolved, That a copy of this Joint Resolution be sent to the
Governor.
