ministrative Procedure Act. (Article 41 of the Annotated Code of
Maryland, 1957 Edition, as amended.) Until these regulations are
promulgated and adopted, every child being admitted to a public
school shall produce a certificate from a regular
DULY LICENSED
physician that he has been properly vaccinated. AGAINST SMALL-
POX.

(a) PROVIDED, HOWEVER, THAT IN THE ABSENCE OF
AN EMERGENCY OR EPIDEMIC OF DISEASE DECLARED
BY THE COMMISSIONER OF HEALTH, NO CHILD WHOSE
PARENT OR GUARDIAN OBJECTS IN WRITING TO VAC-
CINATION OR IMMUNIZATION UPON THE GROUND THAT
IT CONFLICTS WITH THE TENETS AND PRACTICE OF A
RECOGNIZED CHURCH OR RELIGIOUS DENOMINATION
OF WHICH HE IS AN ADHERENT OR MEMBER SHALL
BE REQUIRED TO PRESENT SAID PHYSICIAN'S CERTIFI-
CATE OF VACCINATION IN ORDER TO BE ADMITTED
TO SCHOOL.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 801
(House Bill 919)

AN ACT to repeal and re-enact, with amendments, Section 19(a),
and 19 (i) (1) of Article 2B of the Annotated Code of Maryland
(1968 Replacement Volume), title "Alcoholic Beverages," subtitle
"Beer, Wine and Liquor Licenses," to provide that in Prince
George's County the privilege to sell off sale alcoholic beverages
under a Class B (on sale) beer, wine and liquor license, is limited

to those licenses having permit and facilities at the time of this

Act; to provide that these licenses shall be permitted only one
transfer to another location. RELATING TO HOTEL AND RES-
TAURANT ALCOHOLIC BEVERAGE LICENSES IN PRINCE
GEORGE'S COUNTY, THE PRIVILEGE OF OFF-PREMISES
SALES OF ALCOHOLIC BEVERAGES, THE TRANSFERS OF
SUCH LICENSES, AND THE EFFECT OF SUCH TRANSFERS.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 19(a) and 19 (i) (1) of Article 2B of the Annotated
Code of Maryland (1968 Replacement Volume), title "Alcoholic Bev-
erages," subtitle "Beer, Wine and Liquor Licenses," be and the same
is hereby repealed and re-enacted, with amendments, to read as fol-
lows:

19. Beer, wine and liquor license, Class B (on sale)--Hotels and

Restaurants.

(a) General Provisions.—A Class B beer, wine and liquor license
shall be issued by the Clerk of the Circuit Court of the County
in which the place of business is located, or by the Clerk of the Court
of Common Pleas for Baltimore City, if the place of business is lo-
