(d) Watermen's Committee. Before the County Commissioners
shall make any final determination under this section, respecting the
acquisition of any area, or the establishment of any facilities at such
location, or adopt any regulation for the use of such locations as
public landings, they shall advise with a committee to be composed
of not less than three licensed commercial watermen who are citi-
zens of Charles County, who are familiar with sea-food activities
and potentialities in the Election Districts affected, as well as the
most advantageous locations for the establishment and maintenance
of public landings therein. Such committee shall be appointed by
the Commercial Watermen's Association(s) of Charles County, but
upon the failure of such Association(s) to constitute such a com-
mittee, after reasonable notice, the County Commissioners may for
a period not to exceed their unexpired term of office name such Com-
mittee to be composed of not less than three watermen having the
qualifications herein set forth.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 772
(House Bill 1427)

AN ACT to add new Section 118(o) to Article 2B of the Annotated
Code of Maryland (1968 Replacement Volume), title "Alcoholic
Beverages," subtitle "Restrictions Upon Licensees," to follow im-
mediately after Section 118(n) thereof, to prohibit possession of
alcoholic beverages by minors in Charles County and to provide
penalties for the violation thereof.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 118(o) be and it is hereby added to Article 2B of
the Annotated Code of Maryland (1968 Replacement Volume), title
"Alcoholic Beverages," subtitle "Restrictions Upon Licensees," to
follow immediately after Section 118(n) thereof, and to read as fol-
lows:

118.

(o) In Charles County, it shall be unlawful for any minor under
the age of twenty-one years to possess or have upon his person any
alcoholic beverages. The word minor shall apply to every person un-
der twenty-one years of age, except to bona fide employees in the
course of their employment and whose employment is not prohibited
by this article. Any minor having such alcoholic beverages in his
possession as aforesaid shall upon conviction be deemed guilty of a
misdemeanor and shall be fined not more than fifty dollars ($50.00).

In Charles County the Circuit Court and trial magistrate shall
have concurrent jurisdiction to hear any violation of this subsection,
any law to the contrary notwithstanding.
