and may perform such acts, hold such public hearings, and promul-
gate such rules and regulations as may be necessary for the execu-
tion of its functions under this subheading.

(d) (6) To grant to the districts either directly or through
the counties such funds as may be made available to the committee
for use by the districts in implementing the soil conservation pro-
gram.

The twenty-four Soil Conservation Districts organized by referen-
dum under the original Section 92 of this Article are continued with
boundaries corresponding to county boundaries, except for Frederick
County as indicated below, and including all land and water area
therein, including incorporated areas, as follows: Allegany Soil
Conservation District, Anne Arundel Soil Conservation District,
Baltimore County Soil Conservation District, Calvert Soil Conser-
vation District, Caroline Soil Conservation District, Carroll Soil
Conservation District, Cecil Soil Conservation District, Charles Soil
Conservation District, Dorchester Soil Conservation District, Gar-
rett Soil Conservation District, Harford Soil Conservation District,
Howard Soil Conservation District, Kent Soil Conservation District,
Montgomery Soil Conservation District, Prince George's Soil Con-
servation District, Queen Anne's Soil Conservation District, St.
Mary's Soil Conservation District, Somerset Soil Conservation Dis-
trict, Talbot Soil Conservation District, Washington County Soil
Conservation District, Wicomico Soil Conservation District, and the
Worcester Soil Conservation District. The Catoctin Soil Conserva-
tion District shall comprise the land and water within the area of
Frederick County bounded by the Washington Frederick County line,
the Potomac River, and the eastern and northern boundaries of the
Catoctin Creek Watershed. The Frederick Soil Conservation District
shall comprise the balance of Frederick County land and water area.

(b) The supervisors shall designate a chairman and may from
time to time, change such designation. The term of office of each
supervisor shall be three (3) years, except that the supervisors who
are first appointed shall be designated to serve for terms of 1 and 2
years, respectively, from the date of their appointment. A super-
visor shall hold office until his successor has been elected or appointed
and has qualified. Vacancies shall be filled for the unexpired term
by appointments made by the State Committee. In the case of an
appointment to fill the unexpired term of an elected supervisor, how-
ever, the first full term for this position must be filled by election at
the next regularly scheduled election in the district. The selection of
successors for a full term shall be made in the same manner in which
the retiring supervisors shall, respectively, have been selected. A
majority of the supervisors shall constitute a quorum and the con-
currence of a majority in any matter within their duties
