in the office of the County Commissioners and one in a plat book
indexed "Cecil County Metropolitan Commission," in the office where
the land records of Cecil County are kept; and upon the filing of said
plat and the approval of said locality by the County Commissioners
of said County and the Commission, such sanitary district shown on
said plat shall be, and the same is hereby designated and constituted
for the purpose of this subtitle to be a separate sanitary district,
and shall be given by the Commission a distinctive name and shall
be subject to all the provisions of this subtitle, and the filing of said
plat shall constitute legal notice to the public of such action of the
Commission. For the purpose of providing for the organization and
preliminary expenses of any newly constituted sanitary district, the
County Commissioners shall furnish the Commission, from time to
time as necessary, such a sum or sums as shall be required to pay for
such expenses, including any expenses that may be incurred for the
preparation of preliminary plans and cost estimates for any sewer-
age, water supply or drainage project that the Commission may
contemplate constructing, which shall be repaid out of the first bond
issue of the particular district.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 19
(House Bill 328)

AN ACT to repeal and re-enact, with amendments, Section 242 (b)
of the Code of Public Local Laws of Kent County (1968 Edition,
being Article 15 of the Code of Public Local Laws of Maryland),
title "Kent County," subtitle "Electrical Examiners," increasing
the amount of the bond required to be posted by master electri-
cians in Kent County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 242(b) of the Code of Public Local Laws of Kent
County (1968 Edition, being Article 15 of the Code of Public Local
Laws of Maryland), title "Kent County," subtitle "Electrical Exam-
iners," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

242.

(b) The members of said Board of Arbitration shall be paid the
sum of Five Dollars ($5.00) each, which sum shall be deposited with
the Board herein created by the person taking said appeal; and if the
said Board of Arbitration shall affirm the decision of the Board
herein created the money so deposited shall be used to pay said
Board. If, however, such decision be reversed, the said Board of
Arbitration shall be paid out of the funds in the hands of the
Board herein created, and said deposit of twenty-five dollars ($25.00)
shall be returned; provided, further, that each applicant shall pay
to the Treasurer of said Board of Electrical Examiners, the sum of
