tuted for the purpose of this subtitle to be a separate sanitary
district and shall be given by the Commission a distinctive name and
shall be subject to all of the provisions of this subtitle, and the filing
of said plat shall constitute legal notice to the public of such action
of the Commission. For the purpose of providing for the organiza-
tion and preliminary expenses of any newly constituted sanitary
district or districts, the County Commissioners shall furnish the
Commission a sum not exceeding Twenty-five Thousand Dollars
($25,000.00) which shall be repaid out of the first bond issue or
income of the particular district. For the purpose of assisting in the
construction of needed sanitary facilities, whether within or without
of any duly constituted sanitary district, the County Commissioners
may make loans or grants to the Commission under appropriate
written agreements. The County Commissioners may make general
fund appropriation or borrow funds for this purpose, upon such
terms and conditions as they deem right and proper.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 18
(House Bill 277)

AN ACT to repeal and re-enact, with amendments, Section 414 of
the Code of Public Local Laws of Cecil County (1961 Edition,
being Article 8 of the Code of Public Local Laws of Maryland),
title "Cecil County," subtitle "Sanitary Districts," providing that
fifty persons owning property in a locality in Cecil County, or a
majority, when there are less than fifty, may petition the Cecil
County Metropolitan Commission to establish that locality as a
sanitary district.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 414 of the Code of Public Local Laws of Cecil County
(1961 Edition, being Article 8 of the Code of Public Local Laws of
Maryland), title "Cecil County," subtitle "Sanitary Districts," be
and it is hereby repealed and re-enacted, with amendments, to read
as follows:

414.

Whenever fifty [property owners residing in any locality in Cecil
County,] persons owning property in a locality in Cecil County, or
a majority of those persons, when there are less than fifty,
shall in
writing petition the Commission to have said locality, (the bound-
aries whereof shall be definitely stated in said petition) constituted
as a new sanitary district, then if the Commission in its discretion
shall deem it expedient to constitute said locality as a sanitary dis-
trict in accordance with the prayer of said petition, and if the County
Commissioners consent thereto, the Commission shall cause plats of
such locality to be made under the supervision of its chief engineer,
showing the proposed water, sewerage or drainage systems, one
copy of which plat shall be filed in the office of the Commission, one
