SEC. 2. And be it further enacted, That before this Act becomes
effective, it shall first be submitted to a referendum of the legally
qualified voters of Charles County at a special election to be held in
conjunction with, on the same day, and during the same hours as,
the regular Statewide primary election of the political parties in the
year 1970, in Charles County. The ballot labels for this referendum
shall have positions separate from those used for the primary elec-
tion; and if ballots are used, they shall be completely separate and
distinct from those provided for the primary elections. There shall
be printed on the ballots or ballot labels to be used at the special
election a full or an abbreviated version of the title of this Act and
underneath or opposite the title, a square or box with the words
"For Elected School Board," and a corresponding square or box
with the words "Against Elected School Board," so that any quali-
fied voter of the county may designate his vote for or against the
provisions of this Act. If a majority of the votes cast on this question
in the special election are cast "For Elected School Board," the pro-
visions of this Act shall become effective immediately. If a majority
of the votes cast on this question in the special election are "Against
Elected School Board," the provisions of this Act are of no further
effect and void.

Sec. 3. And be it further enacted, That subject to provisions of
Section 2 hereinabove this Act shall take effect on July 1, 1969.

CHAPTER 681
(House Bill 689)

AN ACT to add a new Section 126(c) to Article 66½ of the An-
notated Code of Maryland (1967 Replacement Volume), title
"Motor Vehicles," subtitle "Motor Vehicle Financial Responsibil-
ity," to follow immediately after Section 126(b) thereof, amending
the motor vehicle financial responsibility laws with particular
respect to nonresidents furnishing certain evidence of financial
responsibility under the laws of another state.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Section 126(c) be and it is hereby added to Article 66½
of the Annotated Code of Maryland (1967 Replacement Volume),
title "Motor Vehicles," subtitle "Motor Vehicle Financial Respon-
sibility," to follow immediately after Section 126(b) thereof, and to
read as follows:

126.

(c) The Department shall not impose a suspension under the
Financial Responsibility Laws of this State if a nonresident fur-
nishes evidence of Financial Responsibility by means of a policy of
automobile liability and property damage insurance, effective at
the time of the accident, which complies with the minimum Financial
Responsibility requirements of the laws of the State of which he is
a resident.
