at an aggregate price below the par or face value thereof if such
sale would result in a net interest cost to the Authority calculated
upon the entire issue so sold of more than six percent per annum
payable semiannually, according to standard tables of bond values [.]
; provided that such limitation on the net interest cost shall not be
applied to any bonds which are payable solely from contributions or
other payments to be made by the Federal Government.
All bonds
issued and sold pursuant to this title may be sold in such manner,
either at public or private sale, as the board shall determine.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 614
(Senate Bill 598)

AN ACT to add new Sections 64A through 64F to Article 66C of
the Annotated Code of Maryland (1967 Replacement Volume)
title "Natural Resources," subtitle "Agriculture," to follow imme-
diately after Section 64 thereof and to be under the new subhead-
ing "Turf Grass Law" regulating the sale, transportation and
advertisement of sod; to provide for proper labeling and inspec-
tion; to provide for the administration and enforcement by the
State Board of Agriculture, and to authorize and empower the
State Board of Agriculture to adopt rules and regulations neces-
sary to carry out the provisions thereof; and to provide penalties
for violations thereof.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 64A through 64F be and they are hereby added to
Article 66C of the Annotated Code of Maryland (1967 Replacement
Volume), title "Natural Resources," subtitle "Agriculture," to follow
immediately after Section 64 thereof and to be under the new sub-
heading "Turf Grass Law" and to read as follows:

Turf Grass Law
64A.

The following definitions shall apply in the interpretation and en-
forcement of this subtitle.

(a)  "Person" includes any individual, partnership, corporation,
company, society or association.

(b)   "Board" means the Maryland State Board of Agriculture or
its authorized agents.

(c)   "Turf includes a live population of one or more kinds of
grasses, legumes or other plant species used for lawns, recreational
use, soil erosion control or other such purposes.

(d)  "Turf Sod" means a strip or section of live turf, which when
severed, contains sufficient plant material to remain intact.
