a new building on a new site, an addition or annex to an already-
existing high school or junior college, or the renovation and equipping
of an existing facility; and any such building placed under contract
within six months prior to the effective date of this Act, and which
would qualify hereunder except for that fact, shall be included for
the purposes of this Act.

Sec. 6. And be it further enacted, That until all of the interest on
and principal of any certificates issued under this Act are HAVE
BEEN paid in full, there is hereby levied and imposed an annual
State tax on each One Hundred Dollars ($100.00) of assessable
property at the rate to be determined in the following manner: On
or before May 1, 1970, and on or before May 1st of each calendar
year thereafter, the Board of Public Works certifies SHALL CER-
TIFY to the governing bodies of each of the counties and of Balti-
more City the rate of State tax on each One Hundred Dollars
($100.00) of assessable property necessary to produce revenue to
meet all interest and principal which will be payable to the close of
the next ensuing taxable year on all certificates theretofore issued
or theretofore authorized by resolution of the Board of Public
Works to be issued, and the governing bodies of each of the counties
and Baltimore City will SHALL forthwith levy and collect such a
tax at such a rate.

Sec. 7. And be it further enacted, That all matters committed by
this Act to the discretion of the Board of Public Works are SHALL
BE determined by a majority of said Board.

Sec. 8. And be it further enacted, That it is the legislative in-
tention to provide financial assistance for capital expenses which
may be incurred after the effective date of this Act (except as other-
wise provided in paragraph 2 (d) of Section 5) in the acquisition of
land and the construction of area vocational schools.

Sec. 9. And be it further enacted, That this Act shall take effect
July JUNE 1, 1969.

AN ACT to repeal and re-enact, with amendments, Section 2 of
Article 62B of the Annotated Code of Maryland (1968 Replace-
ment Volume), title "Maryland Port Authority," amending the
laws concerning the territorial jurisdiction of the Maryland Port
Authority in order to remove certain counties from that jurisdic-
tion.
TO IMPOSE CERTAIN REQUIREMENTS UPON THE
EXERCISE OF THIS JURISDICTION WITHIN CERTAIN
COUNTIES.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 2 of Article 62B of the Annotated Code of Maryland
