Director in any building erected by the State of Maryland or any of
its agencies until such time as the Executive Director's proportion-
ate amount of the purchase price of such building and the Executive
Director's proportionate amount of such costs of repair and main-
tenance thereof as was expended from the Special Administrative
Expense Fund has been returned to such fund.

The moneys in this fund shall be continuously available to the
Executive Director for expenditure in accordance with the provi-
sions of this section and shall not lapse at any time or be transferred
to any other fund except as herein provided. On July 1, 1969, and
on July 1 of every year thereafter all moneys in this fund in excess
of two hundred and fifty thousand dollars ($250,000) which are not
allocated by the Executive Director for any of the purposes enu-
merated in this section shall be paid over by the Director to the
general funds of the State and be disbursed therefrom by the Comp-
troller only pursuant to an appropriation made in accordance with
Sections 32 and 52 of Article 3 of the Constitution or pursuant to
the provisions of Sections 1 through 15, inclusive, of Article 15A of
this Code, title "Budget and Procurement," as amended from time
to time.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 607
(Senate Bill 458)

AN ACT to authorize the creation of a State Debt in the aggregate
amount of Ten Million Dollars ($10,000,000), the proceeds thereof
to be used exclusively for the purpose of supplementing the finan-
cing, the construction of and equipment for area vocational schools
by each of the counties in this State and the Mayor and City Coun-
cil of Baltimore; the acquisition of such real estate or interest in
lands as may be necessary in connection therewith by each of the
counties and the Mayor and City Council of Baltimore; and pro-
viding generally for the issue and sale of certificates of indebted-
ness evidencing such loan.

Section 1. Be it enacted by the General Assembly of Maryland,
That the Board of Public Works is hereby authorized and directed to
issue a State Loan to be known as the "Area Vocational School Con-
struction Loan of 1969," in the aggregate sum of Ten Million Dollars
($10,000,000).

The certificates evidencing said loan may be issued all at one time
or, in groups, from time to time, as hereinafter provided. All of said
certificates evidencing said loan, or any group thereof, are SHALL
BE issued according to what is known as the serial annuity plan so
worked out as to discharge the principal represented by said certifi-
cates within fifteen (15) years from the time of its issue; provided,
