CHAPTER 600
(Senate Bill 390)

AN ACT to repeal and re-enact, with amendments, Section 188C (a)
of Article 41 of the Annotated Code of Maryland (1968 Supple-
ment), title "Governor—Executive and Administrative Depart-
ments," subtitle "THE EXECUTIVE DEPARTMENT," SUB-
HEADING "Coordinating Council for Correctional Services," to
include the Director of the State Department of Mental Hygiene
as a member of the Council COORDINATING COUNCIL FOR
CORRECTIONAL SERVICES and to provide that any member
of the Council, other than its chairman, may authorize an alter-
nate to attend a meeting in his absence and to correct the language.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 188C (a) of Article 41 of the Annotated Code of Mary-
land (1968 Supplement), title "Governor—Executive and Adminis-
trative Departments," subtitle "THE EXECUTIVE DEPART-
MENT," SUBHEADING "Coordinating Council for Correctional
Services," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

188C.

(a) There is hereby created a Coordinating Council for Correc-
tional Services. The Council shall be composed from time to time of
the following persons: a representative of the Governor of Mary-
land, who shall be one of the persons on the Governor's staff, respon-
sible for coordination of correctional programs; the Commissioner
of Correction; CORRECTIONAL SERVICES; the director of the
Patuxent Institution; the Director of the State Department of Juve-
nile Services; the Director of the State Department of Parole and
Probation; the State jail programming and inspection officer; the
Director of the State Department of Mental Hygiene;
and a repre-
sentative of the General Assembly who shall be the Chairman of the
Joint Committee on (Prison] Correctional Administration of the
General Assembly. The representative of the Governor shall serve as
chairman of the Council. Whenever one ANY of the members of the
Council, other than its chairman [and the General Assembly repre-
sentative,] cannot attend a meeting of the Council, he may authorize
an alternate to attend in his absence. THE ALTERNATE FOR THE
CHAIRMAN OF THE JOINT COMMITTEE ON CORRECTIONAL
ADMINISTRATION SHALL BE ONE OF THE OTHER MEM-
BERS OF THE JOINT COMMITTEE.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.
