If any provision of this subtitle, or the application of such provi-
sion to any person or circumstances, is held invalid, the remainder
of this subtitle or the application of such provision to persons or cir-
cumstances other than those as to which it is held invalid, shall not
be affected thereby.

Sec. 2. And be it further enacted, That Section 25 of Article
89B of the Annotated Code of Maryland (1968 Supplement), title
"State Roads," subtitle "In General," be and is hereby repealed.

Sec. 3. And be it further enacted, That this Act shall take
effect July 1, 1969 1970, but nothing in this Act shall be deemed to
affect any contracts already in existence or any contracts which have
been advertised for bids prior to sixty (60) days after the effective
date of this Act.

CHAPTER 559
(House Bill 10)

AN ACT to add new Sections 26-21 and 26-17.1 to Article 33 of the
Annotated Code of Maryland (1968 Supplement), title "Election
Code," subtitle "Fair Election Practices," to follow immediately
after Sections 26-20 and 26-17, respectively, and to repeal and
re-enact with amendments Section 26-17 of the same Article and
title, and to repeal subsection (b) of Section 26-17 of the same
Article and title, to allow the Attorney General SECRETARY OF
STATE to seek injunctive relief against any violation of the Fair
Election Practices Act, and to provide for the maintenance of a
file of campaign material for a period of 120 days following each
election and generally dealing with the regulation of such material.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 26-21 and 26-17.1 be and they are hereby added
to Article 33 of the Annotated Code of Maryland (1968 Supplement),
title "Election Code," subtitle "Fair Election Practices," to follow
immediately after Sections 26-20 and 26-17, respectively, and that
Section 26-17 of the same Article and title be and it is hereby
repealed and re-enacted with amendments, and that subsection (b)
of Section 26-17 of the same Article and title be and it is hereby
repealed and all to read as follows:

26-21. Injunctive Relief.

The Attorney General or the State's Attorney of any county or
Baltimore City
SECRETARY OF STATE may seek an immediate
injunction against any violation of the provisions of this subtitle.
Anyone violating the injunction is guilty of criminal contempt and
upon conviction shall be sentenced to not more than thirty days in
jail and fined not more than two hundred and fifty dollars ($250.00).
