awarded, until the requirements of the notice are fully complied with.

to the defendant in the action. Upon final hearing thereof, if the

Court is satisfied that the requirements of the notice by the Com-

missioner to the defendant were not unreasonable or arbitrary, it
shall issue an order enjoining the awarding of the contract for a

public works, or any further work or payments thereunder if the
contract has been awarded, until the notice is fully complied with.

The injunction shall continue operative until the Court is satisfied
that the requirements of the notice have been complied with, and the

Court shall have and exercise with respect to the enforcement of such

injunctions all the power reposed in it in other similar cases. Both

the plaintiff and defendant in the action shall have the same rights

of appeal as are provided by law in other injunction proceedings.

(a) There is hereby established an Advisory Council on Pre-
vailing Wage Rates (hereinafter referred to as the "Council ) which
shall consist of six members to be appointed in the following man-
ner: two from management in the building and construction in-
dustry; two from labor in said industry, all appointed by the Gover-
nor, with the advice and consent of the Senate, from among persons
recommended by organizations in the respective groups; and two
representatives of the general public appointed by the Governor with
the advice and consent of the Senate.

(b) It shall be the duty of the Council to advise the Commis-
sioner with respect to the carrying out of his functions under this
subtitle and to submit to the Commissioner recommendations with
respect thereto. The Council shall meet at least twice each year and
at other times the Commissioner requests. On or before the first day
of January each year, the Commissioner shall submit to the Governor
an annual report covering his activities under this subtitle for the
preceding calendar year, including each recommendation which he
has received from the Council during the preceding calendar year
and including full information as to the operation of the subtitle
and other information and data he deems desirable in connection
with prevailing hourly wage rates.

(c)    The Commissioner shall furnish to the Council an executive
secretary and secretarial, clerical and
other services as necessary
to the conduct of its
business. The Commissioner may call upon other
agencies of the State and local governments for statistical data,
reports, and other information which will assist the Council in the
