Article. He shall perform such duties as may be assigned to him by
the State Administrative Board of Election Laws.

(d)    The office shall be located in Annapolis and shall consist of
employees at salaries provided in the annual State budget from time
to time.

(e)    All powers and duties formerly vested prior to July 1, 1969,
in the Secretary of State of Maryland under the provisions of this
Article are hereby transferred to and thereafter vested in the State
Administrative Board of Election Laws. Wherever in this Article
any reference is made to the Secretary of State, from and after
July 1, 1969, this reference shall mean the State Administrative
Board of Election Laws except as otherwise provided herein.

(f)    The State Administrative Board of Election Laws shall have
the following powers and duties, including but not limited to:

(1)    To exercise advisory supervision over the conduct of elec-
tions in the State.

(2)    To adopt rules and regulations to assist the Boards of Super-
visors of Elections to comply with the requirements of this Article
in the conduct of registrations, voting and elections in the State and
in otherwise fulfilling their duties under this Article.

(3)    To constitute a depository for such election records and
relevant information concerning elections as may be provided by
law or by administrative practice.

(4) To make an annual report to the General Assembly includ-
ing recommended changes in this article to assure its uniform
administration and improvement in the procedure for the conduct
of registration, voting and elections.

Sec. 2. And be it further enacted, That Sections 18-1 and 18-2
of the said Article of the Code, subtitle "Board of State Canvas-
sers," be and they are hereby repealed and re-enacted, with amend-
ments, to read as follows:

18-1.

(a)    Membership.—The [Secretary of State] Chairman of the
State Administrative Board of Elections Laws,
Comptroller, State
Treasurer, Clerk of the Court of Appeals and Attorney General shall
constitute the Board of State Canvassers, three of whom shall be a
quorum.

(b)    Meetings.—The [Secretary of State] Chairman of the
State Administrative Board of Election Laws
shall convene the
meeting of the Board of State Canvassers to be held at his office
within thirty days after any State election, or any election at which
a candidate for member of the Congress of the United States is to
be elected. If a majority does not attend, those present shall adjourn
until the next day, at which time they shall proceed, without further
delay, to canvass the votes.

(c)    Tabulation of votes.—The Board of State Canvassers, when
thus formed, shall from the certified copies of the statements made
by the boards of city and county canvassers, proceed to make a state-
ment of the whole number of votes given at such election for the
