AN ACT to add new Article 44C to the Annotated Code of Maryland
(1965 Replacement Volume), to follow immediately after Article
44B thereof and to be under the new title "Maryland Housing and
Community Development Authority," to establish the Maryland
Housing and Community Development Authority for the purpose
of encouraging and facilitating development of low and moderate
income housing in the State; to provide for the members of the
Authority, their appointment and terms; to provide for an execu-
tive director and his compensation; to provide for a business ad-
visory council for housing and for local community advisory com-
mittees; to provide for the powers and duties of the Authority; to
provide for the sale or lease of real or personal property by the
Authority; to provide for cooperation with municipalities in the
State; to provide for development funds; to provide for the issu-
ance of revenue bonds by the Authority; to provide for an appro-
priation in the Budget to establish the development fund and pro-
vide initial expenses in establishing the Authority; and to provide
generally for the operations of the Maryland Housing and Com-
munity Development Authority.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Article 44C be and it is hereby added to the Annotated
Code of Maryland (1965 Replacement Volume), to follow immediately
after Article 44B thereof, and to be under the new title "Maryland
Housing and Community Development Authority," and to read as
follows:
Maryland Housing and Community Development Authority
1. TITLE
This Act shall be known as the "Maryland Housing and Community
Development Authority Act."
2. PURPOSE
It is found and declared that there continues to exist in the State a
seriously inadequate supply of safe and sanitary dwelling accommo-
dations for persons and families of low and moderate income. This
condition is contrary to the public interest and threatens the health,
safety, welfare, comfort and security of the people of the State. The
ordinary operations of private enterprise cannot provide an adequate
supply of safe and sanitary dwelling accommodations at rentals or
