proper, to be paid by the County on the certification of the State's
Attorney. Such clerical, administrative and other assistants shall
perform clerical and other work as directed by the State's Attorney.
(5) The Deputy State's Attorney and the Assistant State's At-
torneys shall have the same legal powers as the State's Attorney to
represent the State before grand juries and in the trial of criminal
proceedings.
Sec. 2. And be it further enacted, That all laws or parts of laws,
public general or public local, inconsistent with the provisions of this
Act, are hereby repealed to the extent of any such inconsistency.
Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1969.

AN ACT to add new Section 477A to the Code of Public Local Laws
of Harford County (1965 Edition, being Article 13 of the Code of
Public Local Laws of Maryland), title "Harford County," subtitle
"Schools," to follow immediately after Section 477 thereof, creat-
ing the Harford County Educational Foundation; providing the
number of directors, their terms, and method of appointment;
establishing the purposes and powers of the Foundation, and gen-
erally relating thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 477A be and it is hereby added to the Code of
Public Local Laws of Harford County (1965 Edition, being Article
13 of the Code of Public Local Laws of Maryland), title "Harford
County," subtitle "Schools," to follow immediately after Section 477
thereof and to read as follows:
477A.
(a) The Harford County Educational Foundation, hereinafter
called the Foundation, is hereby created and established a body cor-
porate and politic. The Foundation shall consist of nine directors
appointed by the method and for terms as hereinafter provided. The
directors shall serve without compensation.
(b) The Chairman of the Board of County Commissioners, the
President of Harford Junior College and the Chairman of the Board
of Education shall each be a member of the Foundation ex officio.
The six remaining initial directors shall be appointed by the County
Commissioners, two directors to be appointed for three years, two
for two years and two for one year. Directors shall be chosen from
among the residents of the County. As the terms of the initial
appointees expire or as vacancies occur, their successors shall be
elected by a majority vote of the Foundation for terms of three years
