in equal biweekly installments.] during the term of the State's At-
torney elected to that position in the month of November, 1966. At
the beginning of the term of the State's Attorney who is elected to
that position in 1970, the State's Attorney's salary shall be twenty-two
thousand five hundred dollars ($22,500.00) annually.

(2) The State's Attorney shall appoint a deputy State's Attorney
with a salary of not less MORE than [thirteen thousand dollars
($13,000)] seventeen thousand five hundred dollars ($17,500.00)
annually [to be paid in equal biweekly installments;] as the State's

Attorney may deem proper or at such higher compensation as the

County Council of Baltimore County may approve; the deputy State's
Attorney is to perform such work as [directed by] the State's Attor-
ney [or as authorized by law.] may require.

(3) The State's Attorney shall appoint [eight Assistant State's
Attorneys; the salary of each of the Assistant State's Attorneys shall
be not less than ten thousand dollars ($10,000) annually, to be paid
in equal biweekly installments. The State's Attorney may appoint
two additional Assistant State's Attorneys at salaries not to exceed
ten thousand dollars ($10,000.00) annually, to be paid in equal bi-
weekly installments. The several Assistant State's Attorneys shall
perform such work as directed by the State's Attorney, or as author-
ized by law.] eleven Assistant State's Attorneys who shall serve part
time or full time, as the State's Attorney shall designate. The State's
Attorney may appoint four additional State's Attorneys who shall

serve part time or full time as the State's Attorney shall designate.

The said additional four State's Attorneys may be appointed in any

event only upon enactment by the State legislature of lower court

reform legislation for Baltimore County. NOT MORE THAN TEN
(10) ASSISTANT STATE'S ATTORNEYS, THE SALARY OF
EACH SHALL NOT EXCEED TWELVE THOUSAND FIVE
HUNDRED DOLLARS ($12,500.00) OR SUCH LESSER AMOUNT
AS SHALL BE DETERMINED BY THE STATE'S ATTORNEY.

The salary of the full time Assistant State's Attorney shall be such
compensation not exceeding seventeen thousand five hundred dollars

($17,500.00) annually as the State's Attorney may deem proper or

at such higher compensation as the County Council of Baltimore

County may approve but in any event at a salary not less than twelve
thousand dollars ($12,000.00) and the salary of the part time Assist-
ant State's Attorneys shall be such compensation not exceeding twelve

thousand dollars ($12,000.00) annually as the State's Attorney may

deem proper or at such higher compensation as the County Council

of Baltimore County may approve, but in any event at a salary not

less than six thousand five hundred dollars ($6,500.00). The full-time

Assistant State's Attorneys during their terms of office shall not,

except in connection with and in performance of their duties as

Assistant State's Attorneys, appear as counsel or represent any party
professionally before any court, magistrate, board,
commission or

agency of this State or any County or political subdivision of this

State. It is intended by the provisions herein that the full time

Assistant State's Attorneys shall not engage in the private practice

of law in any matter whatsoever.

(4) The State's Attorney may appoint such clerical, administrative
and other assistants as in his judgment may be necessary for the
proper conduct of his office, at such compensation as he may deem
