having been added by Chapter 347 of the Laws of 1968, and to read

The Supreme Bench of Baltimore City, through its administrative
office, is authorised and empowered to receive and administer funds
in the form of appropriations, grants, and/or subsidies from any
governmental department or agency of the United States, the State
of Maryland or the City of Baltimore, and from any private organi-
zation of foundation for the purpose of conducting research, demon-
strations or special projects relating to any phase of law enforce-
ment and/or the administration of justice. Pursuant to such author-
ity, the administrator, on behalf of the supreme bench and with its
approval, is empowered to enter into contracts or working agree-
ments with any federal, state, municipal or private agency or in-
strumentality, and may employ personnel and perform such other
administrative duties as may be required to fulfill the terms of any
such appropriation, grant, or subsidy.
THE SUPREME BENCH OF BALTIMORE CITY IS AUTHOR-
IZED AND EMPOWERED TO ENTER INTO A CONTRACT OR
CONTRACTS WITH THE STATE DEPARTMENT OF SOCIAL
SERVICES OR WITH ANY OTHER AGENCY OR INSTRUMEN-
TALITY OF THE STATE OF MARYLAND TO EMPLOY PER-
SONNEL AND RENDER SERVICES TO FULFILL THE TERMS
OF A GRANT OR APPROPRIATION FROM THE FEDERAL
GOVERNMENT OR ANOTHER THIRD PARTY WITH RESPECT
TO FUNCTIONS RELATED TO THE SUSPENSION OF SEN-
TENCES IN CRIMINAL CASES AND THE PLACING OF PER-
SONS ON PROBATION OR PAROLE.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 468
(Senate Bill 623)
AN ACT to authorize the creation of a State debt in the aggregate
amount of Thirteen Million Dollars ($13,000,000), the proceeds
thereof, to be used for the design and construction of one or more
diked disposal areas and other and appurtenant facilities to re-
ceive dredging spoil from the harbor and the approach channels
in the water and adjacent areas known generally as the harbor
of Baltimore City; and for acquiring land, properties, facilities,
structures, and options for these purposes and in connection there-
with, and providing generally for the issue and sale of Certifi-
cates of Indebtedness evidencing such loan.
Section 1. Be it enacted by the General Assembly of Maryland,
That the Board of Public Works is hereby authorized and directed to
issue a State loan to be known as the "Dredging Spoil Loan of 1969,"
in the aggregate sum of Thirteen Million Dollars ($13,000,000).
