MARVIN MANDEL, Governor                       1167

by resolution, an appeal tax court consisting of three members to
be appointed by the county commissioners or county council for
terms of three years, so arranged that the term of office of one of
said members shall expire on June 1st in each year. One of said
members shall be designated by the county commissioners or county
council
as chairman, and each of said members shall receive com-
pensation as may be provided by the county commissioners or county
council
.
The members of an appeal tax court shall be removable by
the county commissioners or county council only for incompetence
or other cause, and after a hearing before the county commissioners
or county council. All vacancies shall be filled by appointment of
the county commissioners or county council. The county commis-
sioners or county council also shall designate one alternate member
of the appeal tax court who is empowered to sit on the court in the
absence of any member of the court; and if the alternate is absent,
the court may designate a temporary alternate.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 467
(Senate Bill 614)

AN ACT to add new Section 303L to the Code of Public Local Laws
of Baltimore City (1949 Edition, being Article 4 of the Code of
Public Local Laws of Maryland), title "Baltimore City," subtitle
"Administrative Office of the Supreme Bench," to follow imme-
diately after Section 303K thereof, said Section 303K having been
added by Chapter 347 of the Laws of 1968, authorizing and em-
powering the Supreme Bench of Baltimore City to receive appro-
priations, grants, and/or subsidies from any governmental de
-
partment or agency of the United States, the State of Maryland,
or the City of Baltimore, and from any private organization or

foundation for the purpose of conducting research, demonstrations
or special projects relating to any phase of law enforcement and/or
the administration of justice; and authorizing the Administrator
of the Supreme Bench to enter into contracts or working agree-
ments with governmental or
private agencies pursuant to such
authority. CONTRACT WITH THE STATE DEPARTMENT OF
SOCIAL SERVICES OR OTHER STATE AGENCIES IN
ORDER TO CARRY OUT A GRANT OR APPROPRIATION
FROM THE FEDERAL GOVERNMENT OR OTHER PARTIES
FOR STUDIES OF PERSONS WHOSE CRIMINAL SEN-
TENCES ARE SUSPENDED OR WHO ARE PLACED ON
PAROLE OR PROBATION.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 303L be and it is hereby added to the Code of
Public Local Laws of Baltimore City (1949 Edition, being Article 4
of the Code of Public Local Laws of Maryland), title "Baltimore
City," subtitle "Administrative Office of the Supreme Bench," to
follow immediately after Section 303K thereof, said Section 303K
