by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to add a new Section 211H-15 to Article 89B of the Anno-
tated Code of Maryland (1968 Supplement), title "State Roads,"
subtitle "Expenditure of Commission's Funds and Programming
and Scheduling of Highway Projects," to follow immediately after
Section 211H-14 thereof, amending the twenty-year highway needs
study of the State Roads Commission to show the need for im-
proving the interchange of U. S. Route 50 and Maryland Route
197.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 211H-15 be and it is hereby added to Article 89B
of the Annotated Code of Maryland (1968 Supplement), title "State
Roads," subtitle "Expenditure of Commission's Funds and Program-
ming and Scheduling of Highway Projects," to follow immediately
after Section 211H-14 thereof, and to read as follows:
211H-15.
The official twenty-year Highway Needs Study of the State Roads
Commission is hereby amended to show the need to improve the
interchange of U. S. Route 50 and Maryland 197.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

AN ACT to repeal and re-enact, with amendments, Section 12 (i) of
Article 33A of the Annotated Code of Maryland (1968 Supple-
ment), title "Eminent Domain," to authorize and empower con-
demnors and their duly elected or appointed officers IN BALTI-
MORE CITY to receive the full benefit of all laws and regulations
of the United States of America heretofore or hereinafter enacted
which authorize benefits to displacees from public improvement
projects IN BALTIMORE CITY receiving federal funds and fur-
ther defining "laws and regulations of the United States of
America" as used herein.
