The chairman of the County Council of Howard County shall be a
member of the Council and shall have authority to nominate, con-
stitute and appoint as a permanent alternate, a member of the
County Council of Howard County to serve in his absence as a
member of the Council. The county executive of Howard County
shall appoint a member of the Howard County Planning Board as
a member of the Council.
Sec. 2. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, such invalidity shall not affect the other
provisions or any other application of this Act which can be given
effect without the invalid provisions or application, and to this end,
all the provisions of this Act are hereby declared to be severable.
Sec. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

Article 40 (1968 Supplement), title "General Assembly," subtitle
"Department of Fiscal Services," subheadings respectively "De-
partment of Fiscal Services," "Division of Budget Review," and
"Division of Audits"; Section 9C of Article 64A (1968 Replace-
ment Volume), title "Merit System"; Section 426 of Article 66˝
(1967 Replacement Volume), title "Motor Vehicles," subtitle "Ve-
hicle Equipment Safety Compact"; Section 249 (e) (3) of Article
77 (1965 Replacement Volume), title "Public Education," subtitle
"Chapter 26. University of Maryland"; and Section 17 of Article
95 (1968 Supplement), title "Treasurer"; to change references to
the Department of Fiscal Services, its Divisions and Directors
thereof, including the Legislative Auditor, in several laws relating
to filing of financial reports of subdivisions, repeal of municipal
charters, the duties of the Legislative Auditor and the structure
and duties of the Department of Fiscal Services, changing require-
ments for filing financial reports by subdivisions and accounting
directives issued by the Comptroller to State agencies and depart-
ments, and making other necessary changes.
