Sec. 8. And be it further enacted, That all matters committed by
this Act to the discretion of the Board of Public Works are deter-
mined by a majority of said Board.

Sec. 9. And be it further enacted, That it is the legislative in-
tention to provide financial assistance for capital expenses which
may be incurred after the effective date of this Act in the acquisition
of land and the construction of public regional community colleges.

Sec. 10. And be it further enacted, That this Act shall take effect
July JUNE 1, 1969.

CHAPTER 441
(Senate Bill 205)

AN ACT to repeal and re-enact, with amendments, Section 4 (f) of
Article 78D of the Annotated Code of Maryland (1968 Supple-
ment), title "Regional Planning Council," subtitle "Establishment
and Organization," and to repeal Section 4 (g) of said Article of
said Code and to enact a new Section 4 (g) to stand in the place
of the section so repealed to correct the membership of the Re-
gional Planning Council by properly designating certain members
of the said Council in accordance with their offices as constituted
by state law.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 4 (f) of Article 78D of the Annotated Code of Mary-
land (1968 Supplement), title "Regional Planning Council," subtitle
"Establishment and Organization," be and it is hereby repealed and
re-enacted, with amendments; that Section 4 (g) of said Article of
said Code, be and it is hereby repealed and that new Section 4 (g)
be and it is hereby enacted in lieu thereof, to stand in the place of
the section so repealed, and all to read as follows:

(f)  Members from Harford County.—The [president] Chairman
and a member of the Board of County Commissioners of Harford
County, as designated by the Board, shall be members of the
Council and each shall have authority to nominate, constitute and
appoint a permanent alternate, who shall be an elected or appointed
official of the government of Harford County, to serve in his absence
as a member of the Council. The Board of County Commissioners
of Harford County shall appoint a member of the Harford County
Planning and Zoning Commission to serve as a member of the
Council.

(g)  Members from Howard County.The county executive of
Howard County shall be a member of the Council and shall have
authority to nominate, constitute and appoint a permanent alternate,
who shall be an elected or appointed official of the government of
Howard County, to serve in his absence as a member of the Council.
